Presentation
The National Civil Aviation Agency (ANAC) is a public institution with a specific status (EPCS) endowed with legal personality and financial autonomy. It was established by Law No. 19-04 of July 17, 2019, amending and supplementing Law No. 98-06 of June 27, 1998, which sets the general rules relating to civil aviation.
The Agency operates under the supervision of the Minister in charge of civil aviation. The effective establishment of ANAC began in July 2023, with its headquarters located in Rouiba, Lot 225, National Road No. 5, Algiers, Algeria.
Missions
In accordance with Law No. 24-03 of February 26, 2024, amending and supplementing Law No. 98-06 of June 27, 1998, and Executive Decree No. 20-217 of August 2, 2020 (as amended), which defines the missions, organization, and functioning of the National Civil Aviation Agency (ANAC), the Agency is entrusted with the following :
- Regulating, monitoring, and supervising civil aviation activities;
- Developing technical instructions for the application of International Civil Aviation Organization (ICAO) standards and recommendations, along with their amendments;
- Protecting passenger rights in accordance with current legislation and regulations;
- Monitoring and implementing the State’s civil aviation policies;
- Preparing or overseeing the preparation of national programs on aviation security, safety, and facilitation and ensuring their application ;
- Ensuring effective competition within civil aviation markets;
- Conducting or commissioning prospective analyses and strategic studies on civil aviation development;
- Proposing legislative and regulatory texts related to civil aviation to the Minister in charge ;
- Reviewing and providing opinions on draft texts proposed by other sectors related to its field of competence;
- Issuing, renewing, suspending, and withdrawing air operator licenses and air service authorizations;
- Monitoring the economic activities of Algerian-registered air carriers ;
- Preparing tender specifications and selection procedures for operators and candidates for air service, airport services, and other operations, and ensuring compliance ;
- Preparing tender specifications and selection procedures for candidates for concessions of aerodromes, airports, or heliports;
- Ensuring compliance with legislative and regulatory provisions on civil aviation safety, airspace management, and environmental protection ;
- Issuing and renewing licenses, certificates, and qualifications for civil aviation personnel in accordance with regulations;
- Conducting technical inspections of aircraft under construction or operation to issue or maintain regulatory documents such as registration certificates, airworthiness certificates, onboard radio operation certificates, and noise certificates;
- Supervising and monitoring the activities of all aeronautical service providers ;
- Ensuring the proper functioning of regulated markets for services, respecting public interest, property rights, passenger rights, and service provider obligations ;
- Overseeing the activities of delegated public service providers in the aviation sector, approving their actions in line with current regulations - Carrying out inspections within its mandate or as assigned by competent authorities;
- Participating in the activities of international and regional organizations in the field of civil aviation ;
- Preparing, negotiating, and monitoring, in coordination with relevant institutions, international, bilateral, and multilateral agreements on civil aviation ;
- Periodically compiling and disseminating statistics related to civil aviation activities;
- Arbitrating disputes between aeronautical service providers.
